Licensing. Anyone hired to protect people or property at a California event through a security company must be employed by a licensed private patrol operator and hold a BSIS security guard registration, which requires Power to Arrest training, 32 hours of security officer skills training within the first six months of employment and 8 hours of continuing training every year. Armed officers must also hold a BSIS firearm permit, which requires a psychological assessment, a Bureau-approved firearms course and regular range requalification. Crowd managers and occupancy. The California Fire Code requires trained crowd managers where more than 1,000 people gather, generally at a ratio of one for every 250 attendees, and the fire code official may adjust that number based on the facility and the nature of the event. The fire official also sets the occupancy limit for the venue or tent. Crowd-manager duties belong to the event organizer’s plan; our officers support them by managing entries, clearing exits and assisting with evacuation.
Alcohol and permits. Under California’s Responsible Beverage Service regulations administered by the Department of Alcoholic Beverage Control, checking patron identification at an on-sale licensed premises is part of serving alcohol, so we confirm with the licensee who performs ID checks at the bar and how refusals are handled. Many cities and counties also attach security conditions to special event permits; we review those conditions and build them into the plan.
