Executive Protection Standards and Compliance in California

Licensing. California treats paid personal protection as security work. Anyone employed to protect a person through a security company must work for a licensed private patrol operator and hold a BSIS security guard registration, which requires Power to Arrest training, 32 hours of security officer skills training within the first six months of employment and 8 hours of continuing training each year. Safeguard On Demand is a state-licensed private patrol operator, fully bonded and insured, and provides certificates of insurance before the first assignment.

Firearms. Armed agents must hold a BSIS firearm permit. Applicants must be at least 21, pass a Bureau-mandated psychological assessment, complete a Bureau-approved firearms course and requalify on the range twice in each year of the two-year permit. The permit authorizes carrying an exposed firearm only. Carrying a concealed firearm requires a separate license issued by a county sheriff or city police chief, and California law restricts where licensed concealed carry is allowed. We build those rules into every armed plan rather than working around them.

Transportation and workplace threats. Companies that transport passengers for hire in California need a charter-party carrier permit from the California Public Utilities Commission, so we coordinate vehicle movements with the client’s own drivers or permitted carriers.
