Some properties need protection long before they have utility power, a data line or a guard booth. Safeguard On Demand deploys mobile surveillance units: self-contained, solar-powered camera towers and trailers that arrive on site, raise a camera mast above fences and parked vehicles, and begin streaming to live monitoring operators shortly after setup. Each unit carries its own battery bank, LTE cellular connectivity, day-and-night cameras, a loudspeaker for live talk-down announcements and deterrent lighting, so it performs as well on a bare dirt pad as it does on a finished parking deck. We place units across Los Angeles, Orange County, the Inland Empire, San Diego, the Central Valley, Silicon Valley and Sacramento.
What separates our program from a simple camera rental is what happens after a camera sees something. Alerts route to trained operators who verify the activity on live video, issue a spoken warning through the tower and, when an intruder stays put, dispatch our mobile patrol officers or contact police with an eyewitness description. Towers protect construction sites, car dealerships, vacant properties, parking lots, events, utility yards and agricultural operations.
A hardwired camera system assumes a finished building, trenching for power and data, and someone to maintain the network. Many of the properties that need surveillance most have none of those things: a grading pad in its first month, a dealership overflow lot, a shuttered retail building awaiting redevelopment, a festival field rented for a single weekend, a pump station miles from the nearest utility pole. A mobile unit removes the infrastructure problem by bringing its own power and connectivity, and it removes the timing problem because it can be positioned, aimed and online in hours rather than the weeks a permanent installation requires.
Mobility also changes how a site is secured over time. As a project rises, the exposure shifts from the equipment yard to the material laydown area and then to finished interiors full of fixtures and appliances; we relocate and re-aim towers to follow that shift instead of leaving cameras trained on last month’s risk. Units integrate with remote video monitoring of existing cameras, scheduled marked vehicle patrols or an overnight standing guard, so each property receives the blend of technology and officers its risk actually calls for.

General contractors, developers, dealership operators, property managers and public agencies across California choose Safeguard On Demand mobile surveillance units because one call covers the entire chain: site survey, tower placement, live monitoring, talk-down, officer response and the incident report that follows. We map camera sightlines to the assets you actually need to protect, set monitoring hours around your shutdown and opening times, and move units as the property changes. Service runs month to month with no long-term contract, whether you need a single tower for a vacant lot in Fontana, a cluster of units for a mixed-use project in Irvine, or coverage for a seasonal harvest yard near Bakersfield. Included with every deployment

Need cameras on a site this week? Our dispatch center operates 24/7 and can schedule a site survey quickly, then deliver and activate a monitored tower once placement is confirmed. Request a mobile surveillance unit or call (800) 640-2327.
Open construction sites lose copper wire, tools, fuel and staged materials in the hours after crews leave. Towers watch gates, conex boxes and laydown yards from the first day of grading, and we reposition them as framing, rough-in and finish work move the valuables indoors. Pair a tower with fire watch or overnight officers when the project calls for both.
Catalytic converters, wheels and entire vehicles disappear from dealership inventory lots overnight. Towers cover dealership frontage, service drives and overflow lots, and operators challenge anyone moving between rows after closing long before a jack touches the pavement.
Empty buildings invite squatting, scrapping, graffiti and illegal dumping. A tower parked at a vacant property watches doors, roof access and loading areas, documents conditions for the owner and insurer, and brings an officer to the door when someone tries to get inside.
Large surface lots stretch beyond the reach of building-mounted cameras. A visible tower at a shopping center or parking lot deters vehicle break-ins and loitering, supports holiday-season loss prevention and gives operators a clear view of incidents as they unfold.
Festivals, fairs, tournaments and filming locations need cameras that can be in place for a few days and gone the next week. Towers watch perimeters, vendor rows, equipment staging and parking fields, and give our event security supervisors a live overview of crowd movement.
Substations, pump stations, cell sites and farm yards are often remote, unstaffed and far from any network. Towers protect utility and telecommunications assets and agricultural equipment, chemicals and harvested crop with their own power and cellular uplink.
Industries We Serve
From hospitals and schools to construction sites and gated communities, our BSIS-licensed officers follow post orders written for your industry.
Solar-powered camera towers backed by live operators, talk-down audio and BSIS-licensed patrol officers, deployed across California on month-to-month terms.
A camera that only records tells you what was stolen the next morning. Our towers send alerts to trained monitoring operators who watch the event unfold in real time, compare it against your post orders and decide within moments whether it is an employee working late, a delivery or a trespasser. That human judgment filters out false triggers and keeps responses focused on genuine threats. Part of our mobile surveillance program for construction, commercial and vacant properties across California.
A recorded siren is easy to ignore; a live voice describing a person's clothing and location is not. Operators speak directly through the tower's loudspeaker, tell the individual they are being recorded and that officers are on the way, and pair the warning with strobes or floodlights. Most intrusions end at that moment, before anything is cut, loaded or damaged. Available for properties in Los Angeles, Orange County and San Bernardino County.
Technology deters, but a person resolves. When a warning is ignored, we dispatch a uniformed, BSIS-licensed officer from our marked patrol network to check the site, secure an opened gate or meet police on arrival. Officers document what they find with timestamped photos, so the camera record and the field record tell one consistent story. Pairs with our marked vehicle patrol and armed security officers for higher-risk sites.
Section 889 of the FY2019 National Defense Authorization Act bars federal agencies from buying video surveillance and telecommunications equipment produced by Hikvision, Dahua, Hytera, Huawei and ZTE or their subsidiaries and affiliates, and from contracting with companies that use it. We specify cameras and recording components from manufacturers outside those restrictions, which matters to public agencies, federal contractors, utilities and any owner concerned about supply-chain security. Backed by a state-licensed private patrol operator with full liability insurance.
Solar charging, an onboard battery bank and an LTE cellular uplink make each tower independent of the property it protects. That independence is exactly what a raw construction pad, a remote pump station, an orchard equipment yard or a building with its utilities shut off requires, and it means no trenching, no permits for temporary power and no strain on a site network. Related coverage: equipment and materials protection.
Risk moves as a property changes. We revisit tower placement as phases progress, as inventory is rearranged or as an incident reveals a new approach route, then relocate and re-aim the unit and update the monitoring profile. A single tower can follow a project from grading through landscaping without a new contract. Coordinated from six California offices, including San Francisco Bay Area coverage from Mountain View.
Every verified event produces an incident record with times, still images, the operator's actions and the outcome of any officer response. Recorded clips can be exported for police, insurers and claims adjusters, and monthly summaries show where and when activity concentrates so you can adjust lighting, fencing or monitored hours. Ask about adding foot patrol officers to your mobile surveillance plan.
Towers are deployed across Los Angeles, Orange County, the Inland Empire, San Diego, the Central Coast, the Central Valley, the Bay Area, Sacramento and rural Northern California, including farmland, utility corridors and highway-adjacent lots where local guard coverage is scarce. A mobile surveillance unit is only as effective as the response chain behind it. During monitored hours, the tower’s cameras run video analytics that distinguish people and vehicles from shadows, animals and windblown debris. A qualifying event generates an alert with a short clip, and a monitoring operator reviews it against the post orders written for your property: who is authorized after hours, which gates should be closed, and what counts as an emergency. If the activity is unauthorized, the operator issues a live talk-down through the tower speaker and activates lights. If the person leaves, the event is logged and the clip saved. If the person stays, cuts a lock or reaches a vehicle, the operator dispatches a patrol officer, contacts police with a verified description and keeps watching, so responders arrive knowing how many people are on site, where they are and what they are carrying. A verified, eyewitness-backed call gives law enforcement far more to act on than an unconfirmed alarm.
The right question is rarely whether to choose a tower or an officer; it is where each one earns its cost. A tower outperforms a fixed post on large, open properties with clear sightlines, on sites without power or shelter for a guard, on short-term projects and on lots that are empty for twelve or more hours a day, where a single officer cannot see every corner at once. An officer outperforms a tower wherever people must be interacted with: checking credentials at a gate, escorting a closing manager, enforcing parking rules, calming a dispute or physically securing a door. Most of our clients combine both. A typical plan places a monitored tower over the yard and perimeter, adds randomized vehicle patrol checks during the highest-risk hours and keeps a standing guard on site only when the value at risk or a contractual requirement justifies it. Because towers typically cost a fraction of a 24-hour post, that blend often delivers stronger coverage within the same budget. Our security consultants will model the options for you before you commit.
We walk the property or review a site plan, identify the assets and approach routes that matter, check solar exposure and cellular signal, and recommend the number and position of towers. Part of our mobile surveillance program for construction, commercial and vacant properties across California.
The unit is delivered, leveled and raised, cameras are aimed and tested, and we write post orders defining monitored hours, authorized personnel, talk-down scripts and escalation contacts. Available for properties in San Diego, Riverside and Sacramento County.
Operators verify every alert, issue live warnings, dispatch patrol officers or police when needed and document each event with clips and timestamps. Pairs with our remote video monitoring and mobile patrol services for layered coverage.
You receive incident reports and periodic activity summaries; we relocate units as the site changes and remove them when the project or vacancy ends. Backed by BSIS-licensed officers and full liability insurance.
Federal supply-chain rules. Section 889 of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 prohibits federal executive agencies from procuring video surveillance and telecommunications equipment produced by Hikvision, Dahua, Hytera, Huawei and ZTE, including their subsidiaries and affiliates, a restriction that took effect in August 2019, and since August 2020 it has also barred agencies from contracting with entities that use such equipment as a substantial or essential component of any system. Federal contractors must flow that requirement into their own operations under the Federal Acquisition Regulation, and many public agencies and utilities ask their vendors for the same assurance. Our towers use NDAA-compliant cameras and recording components, and we can document that for your procurement file.
Privacy and recording. Cameras are aimed at the property you control, its entrances and its parking areas, never into neighboring homes or private spaces. California Penal Code Section 632 restricts recording confidential conversations without the consent of all parties, so our towers capture video and use their speakers for live, one-way announcements rather than recording conversations. Visible tower branding and posted notices tell visitors the area is under surveillance, which strengthens deterrence and supports transparency.
Licensing. Security officers who respond to a tower alert must work for a California-licensed private patrol operator and hold a current BSIS Guard Card, and armed officers must also carry a BSIS exposed-firearm permit. Safeguard On Demand is a state-licensed private patrol operator, fully bonded and insured, and provides certificates of insurance to owners, general contractors and agencies before deployment.

A mobile surveillance unit is a self-contained camera tower mounted on a trailer or skid. It carries its own solar panels and batteries, a cellular modem, elevated day-and-night cameras, a loudspeaker and deterrent lights, so it can protect a property with no utility power or internet. Safeguard On Demand units are connected to live remote monitoring and backed by patrol officers who respond when a warning is ignored.
The solar array charges an onboard battery bank during daylight, and the batteries run the cameras, lights and modem overnight. We check sun exposure during the site survey and position each unit to maximize charging; in shaded locations or during extended cloudy stretches, battery status is monitored remotely so the unit can be serviced or supplemented before coverage is affected.
Analytics flag a person or vehicle, and a monitoring operator reviews the live video. If the activity is unauthorized, the operator issues a spoken warning through the tower and activates lights. If the person leaves, the event is documented. If the person stays or causes damage, the operator dispatches a patrol officer, calls police with a verified description and keeps watching until responders arrive.
Each fits a different job. Towers excel at watching large, open or remote properties continuously, at a cost well below a 24-hour post. Officers are better whenever someone must check credentials, interact with the public or physically secure a door. Many clients pair a tower with scheduled vehicle patrols or a part-time standing guard, and we will recommend the most cost-effective combination for your site.
Yes. We specify cameras and recording components from manufacturers outside the restrictions in Section 889 of the FY2019 National Defense Authorization Act, which names Hikvision, Dahua, Hytera, Huawei and ZTE and their subsidiaries and affiliates. We can provide documentation for public agencies, utilities and federal contractors that require it.
Once the site survey is complete and placement is confirmed, a tower can be delivered, raised, aimed and connected to monitoring in a matter of hours, far faster than a hardwired camera system. Relocating a unit as your site changes is equally simple: we schedule the move, re-aim the cameras and update the post orders, with no new contract required.
Pricing depends on the number of towers, monitored hours, the camera and analytics package, the location and whether patrol response is included. As with our other remote monitoring services, a monitored tower typically costs a fraction of a fixed 24-hour post, and service runs month to month with no long-term contract. Our towers record video and use their speakers for live, one-way announcements; they are not configured to record conversations. California Penal Code Section 632 restricts recording confidential communications without the consent of all parties, so we design deployments around video evidence and aim cameras at the property you control, its entrances and its parking areas rather than at neighboring homes.
