The stakes are tied directly to your liquor license. California’s Department of Alcoholic Beverage Control counts roughly 56,000 on-sale licensed businesses — bars, restaurants, clubs, hotels, theaters and caterers among them — and each one is accountable for who is served, how intoxication is handled and whether the premises becomes a source of trouble for the neighborhood. ID Checks, Responsible Beverage Service and California ABC Realities
California makes it a misdemeanor to sell or furnish alcohol to anyone under 21 (Business and Professions Code section 25658) or to an obviously intoxicated person (section 25602), and ABC runs minor decoy operations to test compliance. Section 25660 provides a defense when staff demanded, were shown and acted in reliance on bona fide evidence of age — a valid government-issued ID with name, date of birth, description and photo, such as a driver’s license or state ID card, a valid passport or a military ID. Our door officers check every ID the same way: physical inspection, photo and description comparison, date-of-birth and expiration checks and a close look for signs of alteration, with refusals logged so management has a record if a decision is ever questioned.
Since July 1, 2022, California’s Responsible Beverage Service (RBS) program has required on-premises alcohol servers and their managers to be certified within 60 days of hire, with certification valid for three years. ABC’s regulations define serving to include checking patron identification, and the department has clarified that security staff who check IDs at the door of a licensed premises must be RBS certified, so we account for that requirement whenever we staff an ID post. ABC reported more than 608,000 certified servers and managers by May 2025. Some licenses also carry ABC-imposed conditions, such as licensed security during specified hours, and our post orders are written to match those conditions line by line. State law ends alcohol sales at 2 a.m., which makes the stretch after last call one of the most demanding of the night.
Workplace Violence Prevention, De-Escalation and Closing-Time Safety
Restaurants and bars are workplaces first, and California now treats violence prevention as a formal employer obligation. Under SB 553, codified at Labor Code section 6401.9 and in effect since July 1, 2024, nearly every California employer must maintain a written workplace violence prevention plan, keep a violent incident log and train employees initially and annually. The small-employer exemption covers only workplaces with fewer than 10 employees present that are not open to the public, so restaurants and bars serving guests are generally included. Violence by customers is one of the four categories the law recognizes, and hospitality staff meet it most often at the door, the host stand and the bar. Closing time brings its own risks.
