Vehicle marking and lighting. California Vehicle Code section 25279 permits vehicles owned and operated by a licensed Private Patrol Operator to display flashing amber warning lights, and requires the words “PRIVATE SECURITY” or “SECURITY PATROL” to be displayed on each side of the vehicle in letters at least two inches high and clearly legible from 50 feet. Officer licensing. Every patrol officer is registered with the Bureau of Security and Investigative Services, has passed a DOJ/FBI fingerprint background check, and has completed the state-required 40 hours of guard training plus annual continuing education. Authority and conduct. Patrol officers act as agents of the property owner. They may ask trespassers to leave, enforce posted rules and detain a person only under the same limited authority any private citizen has for a crime committed in their presence. They are trained to observe, report and de-escalate, and to call law enforcement for anything beyond that authority.
