Electric bicycles. California Vehicle Code Section 312.5 defines an electric bicycle as one with fully operable pedals and a motor of no more than 750 watts, divided into three classes: Class 1 pedal-assist and Class 2 throttle-assisted models that stop providing assistance at 20 miles per hour, and Class 3 pedal-assist models that stop at 28 miles per hour and require a speedometer. Riders of Class 3 e-bikes must wear a helmet under the Vehicle Code, and our bike officers wear helmets regardless of class. Local agencies and property owners may restrict e-bikes on certain paths and trails, so we confirm every route before deployment.
Night riding and golf carts. Vehicle Code Section 21201 requires a bicycle ridden in darkness to carry a white front lamp and red rear reflector, along with pedal and side reflectors, and our riders use lighting and reflective uniforms that meet or exceed that standard. Section 345 defines a golf cart as a vehicle designed to operate at no more than 15 miles per hour and to carry golf equipment and no more than two people; operation on public streets is limited by the Vehicle Code and local ordinances, so our carts stay on private property and approved routes.
Licensing. Officers who patrol on bicycles or carts must work for a California-licensed private patrol operator and hold a current BSIS Guard Card, and any armed officer must also hold a BSIS exposed-firearm permit.
