Company license. A security guard company must hold a Private Patrol Operator license from BSIS under the Private Security Services Act (Business and Professions Code section 7580 et seq.), employ a qualified manager who has passed the state exam, and carry the insurance the state requires. Guard registration. Individual guards must obtain a BSIS Security Guard Registration (Guard Card) by completing the 8-hour Power to Arrest and Appropriate Use of Force course and passing a DOJ and FBI fingerprint background check. They must then complete 16 hours of additional training within the first 30 days and another 16 hours within six months, and 8 hours of continuing education each year to renew.
Armed guards. Officers who carry a firearm must also hold a BSIS firearms permit, which requires the 14-hour firearms training course, a passing score on the firearms assessment and range requalification twice a year. Officers carrying batons or chemical agents hold the corresponding BSIS permits.
Conduct and reporting. Guards must carry their registration on duty, wear uniforms that distinguish them from law enforcement, and report incidents involving force or arrest to BSIS within 7 days.
