Quick answer
How does private parking enforcement work in California?
Private parking enforcement applies a property’s parking rules: officers check permits and a guest safelist, issue warnings, document violations with photos and coordinate tows with an authorized towing company. In California, towing from private property is governed by Vehicle Code §22658, which sets sign requirements and requires the owner or their agent to authorize each tow in writing. Safeguard On Demand provides parking enforcement for HOAs, apartments and commercial properties across California.

The problem
Why parking becomes the No. 1 complaint
Parking disputes cause more resident complaints than almost anything else — and they escalate when enforcement is inconsistent.
Non-residents taking spaces
Outside vehicles fill guest spots and assigned spaces.
Abandoned and stored vehicles
Inoperable cars, RVs and trailers sit for weeks.
Blocked fire lanes
Fire lanes and accessible spaces get blocked, creating liability.

Choosing coverage
How often should parking be enforced?
Most communities start with several enforcement patrols a week during the evening and overnight hours when guest parking fills up, then adjust based on violations. Properties with serious problems may need nightly enforcement.
Enforcement works best with clear written rules, proper signage and an easy way for residents to register guests — which is why we pair it with our online guest safelist. Many properties combine enforcement with mobile patrol and marked vehicle patrol to deter vehicle crime at the same time.
California requirements
California towing rules (Vehicle Code §22658)
California allows towing from private property only under specific rules. In most cases a sign at least 17 by 22 inches, with lettering at least one inch high, must be posted in plain view at every entrance. It must prohibit public parking, warn that vehicles will be removed at the owner’s expense, and list the local traffic law enforcement agency’s phone number and the name and phone number of each authorized towing company.
The towing company needs written authorization from the property owner or lessee, or their agent, for each tow, and the person authorizing generally must be present and verify the violation. Narrower exceptions apply, for example after a parking violation notice and 96 hours, and special rules apply to residential rentals with 15 or fewer units. This is general information, not legal advice — confirm details with your attorney.
