Not every homeowners association faces the same risk, and not every HOA needs the same security plan. Safeguard On Demand provides BSIS licensed security guards for homeowners associations across California, covering access control, patrol, rule enforcement, and emergency response for gated communities, condominium associations, townhome developments, and master planned neighborhoods.
Even when statewide property crime trends improve, package theft, vehicle break-ins and trespassing in common areas remain everyday concerns for HOA residents, and most of those incidents happen where people live rather than where they work. A visible, professional security presence addresses both realities at once, deterring the everyday problems HOA boards deal with while standing ready for the rare serious incident. Safeguard On Demand deploys guards within 24 hours, with no long term contract required.
Most HOAs are well served by unarmed guards trained in access control, visitor verification, and rule enforcement, since the majority of HOA security issues, tailgating at the gate, unauthorized parking, loitering, package theft, simply do not call for a firearm. Some communities do face a higher risk profile: a history of break ins nearby, high value homes, or a large enough population that incidents have already occurred. In those cases, an armed HOA security guard, holding both a BSIS Guard Card and a BSIS Firearms Permit, changes the calculation for anyone considering targeting the property. Whichever you choose, confirm your provider’s guards hold the correct BSIS credentials and that the company’s insurance covers the type of guard you are hiring.

HOA boards and property managers across Los Angeles, Orange County, the Bay Area, Sacramento, and communities throughout California rely on BSIS licensed security guards to manage the access control, patrol, and rule enforcement responsibilities their volunteer boards were never meant to handle alone. Safeguard On Demand deploys officers trained specifically for the residential community environment, guards who understand the difference between enforcing HOA rules and enforcing the law, and who know exactly where that line sits. No long term contract. Deployment within 24 hours statewide.

Industries We Serve
From hospitals and schools to construction sites and gated communities, our BSIS-licensed officers follow post orders written for your industry.
HOA boards are responsible for the safety and legal exposure of their communities, which makes the choice of security provider more consequential than it may first appear. Licensing standards, training protocols, and liability coverage differ significantly across companies. The following criteria outline what distinguishes a properly licensed HOA security guard from an unqualified one.
California requires every security guard to hold an active BSIS Guard Card, and armed officers must hold a separate BSIS Firearms Permit. Many companies are less careful about verifying this than they should be. Every Safeguard On Demand officer's credentials can be confirmed directly on BSIS.ca.gov at any time.
Generic security training does not cover the specifics of enforcing parking rules, guest policies, or amenity hours. Our HOA assigned officers receive training specific to the residential community setting, including how to handle a rule violation without turning it into a confrontation. Available to homeowner associations in Orange County, the Inland Empire and San Diego.
HOA security guards are not law enforcement, and residents deserve officers who understand exactly where their authority begins and ends. Our guards are trained to enforce community rules within lawful limits, while knowing precisely when to contact local police instead of acting alone. Pairs with our mobile patrol services and marked vehicle patrols for complete coverage.
Most HOA security situations, a disputed guest, a parking disagreement, a rule violation, call for calm resolution rather than confrontation. Our officers are trained to de-escalate first, reducing liability for the HOA board and creating a better experience for residents.
Hiring a security provider without verifying their insurance actually covers the type of guard placed on your property is a real exposure for HOA boards. Safeguard On Demand carries comprehensive liability insurance covering both armed and unarmed deployments. Related coverage: gated community security.
HOA security needs shift with the seasons, board decisions, and community incidents. We give boards full flexibility to scale coverage up during higher risk periods or adjust down as needed, without a fixed contract or penalty. Deployed from six California offices, including Sacramento and the Inland Empire.
Safeguard On Demand provides HOA security guards for homeowner associations in every region of California — from Orange County and the Inland Empire to San Diego and Sacramento. Each city below has its own page with local coverage details and the security guard services available there.

Many of Los Angeles' most established neighborhoods are not gated, so association-funded patrol is their main layer of private security. Our Los Angeles branch runs HOA and residents' association patrols, gate officers for private streets and rebuild-site security in these neighborhoods.
Overnight marked-vehicle patrol, driveway and gate checks, vacation watch and estate standing guards.
Vacant-lot and rebuild-site patrol, fire watch and overnight construction security as the community rebuilds after the 2025 Palisades Fire.
Residents' association patrol for historic districts, gatehouse officers for private-street enclaves and foot patrol for neighborhood retail.
Most boards call us after the same handful of problems keep coming back. Safeguard On Demand provides security solutions, which means we start with the cause of the problem and then build the patrol, post and reporting plan that removes it.
Carports, guest lots and street parking are the most common targets in a community. Randomized marked vehicle patrols and lot checks make your property a harder target than the one next door.
After-hours visitors in pools, parks, garages and stairwells create liability for the association. Officers check and lock amenities on schedule and ask non-residents to leave, calmly and on the record.
A gate without a person can be followed through in seconds. Gatehouse officers verify guests and vendors, and remote video monitoring watches unstaffed entrances.
Blocked fire lanes, guest-space abuse and stored vehicles are the top resident complaints. Our parking enforcement uses a guest safelist, photo-documented notices and lawful towing.
Parties, loitering and short-term rental guests are handled with a courteous first contact, a documented warning and a report your manager can act on the next morning.
Graffiti, broken gates, damaged mailboxes and illegal dumping get photographed, time-stamped and reported the same shift, so repairs and insurance claims move faster.
Officers patrol mail kiosks, lobbies and package rooms at delivery peaks, and concierge officers can log and hold deliveries in staffed buildings.
Door-to-door solicitors and unverified contractors are checked against your rules and vendor list before they reach a resident's door.
Every association gets its own plan. There is no template contract and no long-term commitment required.
We walk the property with your board or manager: entrances, perimeter walls, lighting, landscaping sightlines, amenities, parking and past incidents.
You receive a clear proposal with coverage options, hours and a fixed rate your board can compare line by line and vote on.
We write post orders around your CC&Rs and rules, brief every officer on them, and can begin coverage within 24 hours when it is urgent.
Hourly reports with notes and time-stamped photos, GPS-verified patrols, and a monthly summary ready for your board packet. Coverage scales up or down as needs change.
Small associations and large master-planned communities do not need the same program. These are the three models boards choose most often, and many combine them.
A marked patrol vehicle visits your community several times a night at randomized intervals to check gates, amenities and parking.
An officer assigned to your property for the hours you choose: overnight, weekends, or around the clock at the gatehouse.
Patrol or gate officers combined with live-monitored cameras, so every entrance and amenity is watched even when no one is standing there.
Community managers get a single account manager, direct access to 24/7 dispatch at (800) 640-2327, and reports delivered in the format their board packet needs. We attend board meetings on request to present incident trends and answer resident questions. Spanish-speaking officers and staff are available.
Private officers observe, deter and report; police make arrests and investigate. Our officers call local law enforcement when a crime is in progress, preserve photos and logs for the report, and give your board the incident number for follow-up.
Many incidents trace back to a dark corner or an overgrown hedge. Each patrol notes burned-out lights, broken gates and latches, and blocked sightlines, so maintenance can fix small problems before they invite bigger ones.
Volunteer watch programs help, and we encourage residents to report what they see. Trained, licensed and insured officers add what volunteers cannot: overnight presence, documented response, and the authority of clear post orders.
Not sure which model fits? Request a free HOA security assessment and we will price all three for your community.
California homeowners associations are governed by the Davis-Stirling Common Interest Development Act, which begins at Civil Code section 4000. Under Civil Code 4775, the association is generally responsible for maintaining the common area, which includes the gates, lighting, walls and amenities residents rely on for their safety. Safeguard On Demand builds HOA security programs around those duties, so boards get protection they can document and defend, from gated community gatehouses to condominium and townhome associations statewide.
California courts treat an association much like a landlord when it comes to common areas. In Frances T. v. Village Green Owners Association (1986), the California Supreme Court held that an HOA owes residents a duty of care against foreseeable crime in areas it controls. The case arose from inadequate lighting after the board knew of a crime problem, and the Court also held that individual directors can be personally liable for their own negligence.
Civil Code 5800 gives volunteer directors added protection when the association carries the required liability insurance. Even so, the practical lesson is clear: when a board knows of a security risk, a documented response matters. Our patrol logs, incident reports and monthly summaries give boards that record.
In California, any company that provides security guards must hold a Private Patrol Operator license from the Bureau of Security and Investigative Services (BSIS), under Business and Professions Code section 7582.3. Every officer must hold a BSIS guard registration card and carry it on duty. Before signing any HOA security contract, ask the vendor for its PPO license and verify it on the DCA license lookup.
BSIS training requirements are specific, and Safeguard On Demand meets every one of them:
HOA boards can approve vendor contracts in a closed executive session under Civil Code 4935, and directors must follow the conflict-of-interest rules in Civil Code 5350 when they do. See how we prepare officers on our security guard training page.
Parking is the most common complaint HOA security officers handle, and towing in California follows strict rules. Vehicle Code 22658 allows a common interest development association to remove a vehicle from private property, but usually only when:
The association must notify local police within one hour of authorizing a tow, and each tow generally needs a signed written authorization. Our parking enforcement officers document every violation with timestamped photos, issue courtesy notices first, and coordinate tows only when the paperwork supports them.
Since AB 130 took effect in 2025, Civil Code 5850 caps most HOA fines at $100 per violation, unless the board makes a written health-and-safety finding at an open meeting. Owners also get at least 10 days' notice and a chance to fix a violation before a hearing.
That makes accurate, dated evidence more important than ever. Our officers log CC&R violations with photos and times on foot patrol, marked vehicle patrol and bike or golf cart patrol, so your board has what it needs for the notice and hearing process.
Many gated communities now add cameras and automatic license plate readers to their gates. California law requires any operator of a license plate reader system to keep the data secure and adopt a written usage and privacy policy, under Civil Code 1798.90.51. Our remote video monitoring team and mobile surveillance units can help your board plan camera coverage for gates and common areas, and we recommend a policy review with your association's counsel.
Schedule a Free HOA Security AssessmentWe review your gates, patrol routes, parking rules and reporting needs, then write post orders with your board. Available 24/7.

After scouring throughout the marketplace for a reputable private security company, I came across Safeguard On Demand. They provided me with the best price and service was rendered immediately upon the conclusion of our contract! Guards arrived within the time slot scheduled and appeared professionally groomed, in full uniform, and were flexible with the client requests. Surely this left an impression on me that we will definitely be conducting future business together and cannot commend Ahmad and the entire staff for their swift turnaround any more than I am doing so here. RECOMMENDED SAFEGUARD on DEMAND ALL THE WAY ! ! ! ! !

Jake from Safeguard on Demand Security is an outstanding example of what a great security guard should be. We’ve several several different guards and security companies over time, but Jake stands out by far. He is extremely attentive, professional, and actually takes his role seriously. Since he’s been part of our community, we’ve noticed a clear decrease in unusual or concerning activity, which speaks volumes about the job he does. It’s refreshing to have someone who is proactive, observant, and reliable. We truly appreciate Jake and highly recommend him and Safeguard on Demand Security.

Tell us about your community and we will reply with coverage options and a fixed quote. Prefer to talk? Call (800) 640-2327, 24/7.
HOA security costs vary depending on coverage type. Unarmed guards typically range from 25 to 45 dollars an hour, while armed officers run higher given the additional licensing and insurance requirements. Many HOAs use a mix of scheduled patrol visits and a smaller number of standing guard hours to control costs while still maintaining real coverage. Safeguard On Demand builds a free custom quote based on your community’s size and risk level.
If your community deals with recurring issues, unauthorized access, parking disputes, package theft, or rule violations that volunteer board members cannot realistically police themselves, professional security guards are usually worth the investment. Many boards start with mobile patrol and scale up to standing gate coverage if needed.
HOA security guards can enforce the community’s own rules, parking policies, guest procedures, and amenity hours, but they are not law enforcement and cannot conduct traffic stops or issue citations the way police can. Their role is to observe, document, and report, escalating to local police when a situation goes beyond the HOA’s own authority.
No. Most HOAs are well served by unarmed guards trained in access control and rule enforcement. Armed coverage makes sense for communities with a documented higher risk profile, but it comes with added licensing, insurance, and cost considerations worth discussing directly with your provider.
Confirm that every guard holds an active BSIS Guard Card, that armed officers also hold a BSIS Firearms Permit, and that the company’s insurance specifically covers the type of coverage you are hiring. It is also worth asking whether the same officers will be assigned long term to your community, since familiarity with residents and regular visitors makes a real difference.
Typically within 24 hours of a confirmed request anywhere in California, with faster response available for urgent situations.
Davis-Stirling does not require every HOA to hire security officers. However, California courts have held that an association owes residents a duty of care against foreseeable crime in common areas it controls, as in Frances T. v. Village Green Owners Association (1986). When a board knows of a risk, a documented response is the safest course. Ask your association’s attorney how this applies to your community.
Any company that supplies security guards in California must hold a Private Patrol Operator license from BSIS, and each officer must carry a BSIS guard card. You can verify both on the Department of Consumer Affairs license search at search.dca.ca.gov.
Officers document violations and issue notices, but towing must follow California Vehicle Code 22658. That generally means posted signs of a set size at every entrance or a notice left on the vehicle 96 hours earlier, plus police notification within one hour and a signed authorization for each tow. We coordinate tows only when those steps are met.
Since AB 130 in 2025, Civil Code 5850 caps most HOA fines at $100 per violation, unless the board makes a written health-and-safety finding. Owners also get at least 10 days’ notice before a hearing. Our officers’ dated photo reports help your board meet these notice and hearing steps.
Yes. Smaller associations usually choose scheduled patrol visits, where a marked vehicle checks the community several times a night at randomized intervals, instead of paying for a dedicated officer. Coverage can be limited to the hours and days when problems happen, and there is no long-term contract.
They work best together. A neighborhood watch gives residents a way to report concerns, while licensed and insured officers provide overnight presence, a documented response to each incident, and reports the board can act on. Volunteers should never be asked to confront trespassers or enforce rules.
Yes. Your community manager gets a single account manager, direct access to 24/7 dispatch, and hourly and monthly reports formatted for board packets. We can attend board meetings on request to review incident trends.
Yes. From our Los Angeles branch we patrol HOAs, residents’ associations and private streets across the Westside and Mid-Wilshire, including Bel Air, Brentwood Park, Holmby-Westwood, Hancock Park, Windsor Square, Fremont Place, Brookside and Larchmont Village, the Pacific Palisades neighborhoods of the Alphabet Streets, El Medio Bluffs, Huntington Palisades, North Village and the Riviera, plus Beverly Hills and the NOMA neighborhood of Santa Monica. Most of these neighborhoods are not gated, so associations typically choose scheduled marked-vehicle patrol visits several times a night, vacation and vacant-home checks and response to resident calls; Palisades rebuild areas often add fire watch and overnight construction security. See Los Angeles neighborhood patrols for coverage by neighborhood.
Request a free site assessment. We walk the property with your board or manager, deliver a written plan and fixed quote with coverage options, write post orders around your CC&Rs, and can begin coverage within 24 hours when the need is urgent.
